Frank has been in private practice for 18 years.  His areas of professional concen-tration are Trusts, Estates and Estate and Gift Tax Planning.  Many of his clients are successful closely held business owners and he is involved in planning for their Business Succession.  He also assists clients with Charitable Planning and Asset Protection Planning.  He is nationally known in his field of wealth transfer and works primarily with clients with large or complex estates.  His clients are vibrant people whose achievements often exceed traditional measures of success. 

Since the beginning of his practice Frank has been involved with regional and national professional team building with financial, insurance, accounting and other legal advisers.  He has given numerous presentations to public and private groups on advanced estate tax planning issues; retirement planning, basic estate planning, business succession and planning for high net worth individuals.  As a  Consultant for the National Network of Estate Planning Attorneys®, Frank taught and mentored attorneys throughout the country about the fundamentals to a successful and ethical estate planning practice. 

Prior to entering private practice, Frank was a Judicial Clerk for the Tenth Judicial District, State of Minnesota; a Law Review Editor at the Hamline University School of Law and also served as a Law Clerk at the well known regional law firm of Meshbesher and Spence, Minneapolis, Minnesota.

Frank received his Doctor of Jurisprudence (J.D.),  from Hamline University School of Law in 1989.  He also received his Bachelor of Arts (B.A.) (Psychology) at Hamline University, in 1986. Frank has been a member of the National Network of Estate Planning Attorneys® since 1992.  He is a member of the Minnesota Bar Association, and a Real Property, Probate & Trust  Law section member. He is authorized to appear before all courts in Minnesota and to practice before the Internal Revenue Service.


In 1991 Frank established Heers & Heers Attorneys at Law with his sister Barbara A. Heers.  The firm is committed to clients at all stages of the planning process. Through initial consultation, plan design, formal execution of legal documents, plan implementation and dedicated client service.  The attorneys office near Como Park in St. Paul, Minnesota.


Frank is originally from the southern Minnesota community of Owatonna.  He is married with two children and lives in Minneapolis.  When not working Frank enjoys trout fishing in the streams of southeastern Minnesota and hunting deer and pheasants on his family's farm.
